Who We Are

Sea State is an independent consulting company specializing in third-party communication with fishing industries and cooperatives for bycatch avoidance. Sea State is a small team including our database expert Eric Torgerson, and data and policy analysts Steve Martell and Merrill Rudd. 

 

History: Sea State was founded by Karl Haflinger who had experience working in both fishing and fisheries science. He saw a need for bycatch patterns to be more broadly communicated at a faster speed. With a strong foundation of trust with fishing companies and cooperatives, he built Sea State as an independent contractor to provide clients with supplementary information services, technical support, and data and policy analysis beyond what could be provided by government databases and scientists.

Info Services

Fishing companies and cooperatives grant Sea State access to their real-time data to provide third-party communication on bycatch patterns. Information streams include the NOAA observer program data, catch accounting, electronic fish tickets, VMS, and much more.

Technical Support

Sea State tracks quota and bycatch through a website portal, sends automated bycatch alarms, and provides weekly reporting. Sea State also implements AFA pollock IPA agreements, including rolling hotspot closures for in-season salmon bycatch avoidance and closure violation notices.

Data and Policy Analysis

Sea State analysts examine fishing patterns and current issues to provide evidence-based feedback for policy options.
